About the role
The Manager, Regulatory Affairs is a major contributor and owner of mission critical workflows to project manage, amalgamate, and communicate proposed year over year business changes to Oscar’s suite of Evidences of Coverage. The Manager Regulatory Affairs is responsible for working with business units to develop operational language, as well as with Legal to ensure compliance with portfolio-wide state laws. Supports Regulatory Affairs Counsel in creating new language to align documentation with newly implemented laws and supports the enterprise by spearheading standardization and plain language efforts to improve overall documentation quality.
You will report to the Associate Director, Regulatory Operations.

Pay Transparency:
The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $108,000 - $141,750 per year. The base pay for this role in all other locations is: $97,200 - $127,575 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.
Responsibilities
- Independently leads Oscar’s standardization process, inclusive of tool making, language development and proposals, rewrites, and drafting guides
- Participate in comprehensive legal reviews to document the rationale behind state specific differences and ensure submitted materials follow state and federal law
- Prepare clear, concise, user friendly tooling for our filing teams to utilize and accurately draft documentation from, that is both legally compliant and representative of business priorities
- Present to and lead internal audiences in discussion on strategic updates related to our Evidences of Coverage.
- Partner with PRO Counsel and cross functional business partners to ensure that year-over-year operational changes are accurately and compliantly represented in our legal documents
- Develop, implement and manage sustainable processes which simplify our growing team’s outputs while ensuring high quality deliverables.
- Manage related tasks as assigned by the Associate Director, Regulatory Operations
- Review documentation for cCompliance with all applicable laws and regulations, and develop language where necessary.
- Assist in the preparation of EOC filing materials as needed.
Qualifications
- A Bachelor’s degree in the humanities, legal studies, health care administration, political science, public administration, public health, or other relevant field, or a combination of education and experience.
- 5+ years of legal or regulatory experience, ideally in the health plan/managed care space.
- 2+ year experience with Westlaw, legislative tracking software, and Google Workspace.
Bonus Points
- Familiarity with the Affordable Care Act and Healthcare.gov or other State Based Exchanges.
- Experience with Oscar markets.
- Experience working with attorneys and internal stakeholders.

Pay Transparency: Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
