Project Manager (Remote)

We are seeking a Project Manager to join our team in a high-impact, hybrid delivery role. You will be the linchpin in driving the successful implementation and launch of complex software programs, including custom Software Development, Salesforce Implementations, and ERP systems. This role requires a leader who can bridge the gap between design research, engineering execution, and our State of Maryland Project Leads.

The Strategic Lead Role
In this position, you are more than a scheduler; you are a delivery engine who:

• Orchestrates Agile Delivery for multi-disciplinary software engineering teams.
• Architects Program Roadmaps as a Technical Product Manager, ensuring technical feasibility.
• Translates Vision into Execution by converting complex client needs into high-quality technical requirements and user stories.

This is a fully remote, full-time position conducted within the U.S.

Key Responsibilities

Software Delivery & Program Launch

• End-to-End Delivery Leadership: Lead the full SDLC for custom software and cloud-native applications, ensuring a seamless transition from prototype to production.
• Program Roadmapping: Create and maintain technical roadmaps that align software feature releases with the State of Maryland’s strategic goals.
• Launch Management: Oversee the successful deployment and "Day 1" support of high-visibility production systems, managing cutover plans and stabilization phases.
• Technical Requirement Engineering: Facilitate discovery with IT Operations, Security, and Design Researchers to ensure requirements are technically sound and user-centric.
• Risk & Architecture Alignment: Partner with Solutions Architects to identify technical risks (security, scalability, integration) early in the development cycle, implementing mitigation strategies to prevent launch delays.

Agile Delivery & Technical Project Management

• Sprint Excellence: Facilitate all Agile ceremonies (Scrum/Kanban) specifically for software engineering teams, maintaining high velocity and predictable release cycles.
• Roadblock Removal: Proactively identify and eliminate technical friction, such as environment access issues, CI/CD bottlenecks, or tooling constraints.
• Capacity & Velocity Tracking: Manage team workload against sprint goals, ensuring the delivery of stable, tested code and functioning prototypes.
• Technical Governance: Maintain critical delivery artifacts, including Architectural Decision Logs (ADRs), technical specs, and deployment documentation.

Team Leadership & Client Management

• Maryland State Liaison: Serve as the primary technical point of contact for State Project Leads, providing transparent status reporting on budgets, resource burn, and technical milestones.
• Collaborative Leadership: Mentor developers and engineers, fostering a culture of quality, automated testing, and continuous integration.
• Onboarding & Support: Manage the transition of clients onto new software platforms, providing clear solution support and knowledge transfer post-deployment.

Qualifications
Experience

• 5+ years in an Agile delivery role, with at least 3 years leading custom software development or cloud-based application projects.
• Proven Launch Record: Demonstrated experience successfully launching new production systems in complex, regulated environments.
• Technical Fluency: Deep understanding of software integrations, API-first design, and software engineering concepts.
• Tooling Mastery: Advanced proficiency in Jira and Confluence for tracking engineering workflows and documentation.
• Hybrid Expertise: Prior experience blending the roles of Product Manager, Business Analyst, and Delivery Manager is highly valued.

Education
Bachelor's degree in Computer Science, Information Technology, or a related field.

Skills

• Leadership: Ability to guide cross-functional teams (Dev, DevOps, QA, Design) through high-pressure delivery cycles.
• Communication: Capable of explaining complex technical debt or architectural trade-offs to non-technical client stakeholders.
• Problem Solving: A "delivery-first" mindset focused on finding creative paths around technical or bureaucratic blockers.

Desired Skills

• Experience with project management in a government context (state or federal).
• Experience working on iterative projects using prototypes, product pilots, and user research.
• Track record of introducing and expanding agile transformation and best practices.
• Experience launching new production systems with high public visibility in a fast-changing regulatory environment.
• Experience working with development teams building custom software.

All work must be conducted within the U.S., excluding U.S. territories. Some federal & state contracts require U.S. citizenship to be eligible for employment.
