Background:
The USAID Supporting Victims of Violence (SVOV) Activity, implemented by Winrock International in collaboration with Eve for Life and Rise Life Management Services, focuses on violence prevention in 10 Jamaican communities. Targeting youth aged 10-29, SVOV emphasizes trauma-informed, community-led approaches that integrate gender equity, social inclusion, and multi-stakeholder coordination to enhance services for violence survivors.
Consultancy Objective:
The consultant will develop a comprehensive communications plan to advance SVOV’s goals, focusing on attitude and behavior change around violence, increasing service access, and improving stakeholder coordination.
Scope of Work:
The consultant’s responsibilities include:
- Assessing current communication practices of SVOV’s partners (BPs), identifying gaps and opportunities.
- Creating a multi-tiered communications plan tailored to various audiences and media channels to promote non-violence, gender equity, and inclusive messaging for marginalized populations.
- Developing impactful messages and materials aligned with USAID and Winrock branding guidelines.
- Building partner capacity through workshops on effective community engagement.
Deliverables:
- Needs Assessment Report & Workplan: Analysis of current practices and gaps.
- Comprehensive Communication Plan: A strategic outline with sample messaging, targeted channels, and audience timelines, aligned with SVOV’s M&E framework.
- Outreach Materials: Core materials (brochures, PSAs, posters, etc.) and templates for long-term use by BPs.
Consultancy Duration:
An estimated 30 non-consecutive days over three months.
Qualifications:
Candidates need a master’s in communications or related fields and 10+ years of experience in communication for development, particularly in violence prevention or gender equity, with an understanding of Jamaica's media landscape and USAID guidelines.
