Job Title: Integrated Eligibility Developer

Location: Lake Mary, FL

Duration: 12 Months (with Extensions)

W2 Hourly Rate: $35-40/hour

Overview:

We are looking for a Integrated Eligibility Developer with hands-on Java/J2EE enterprise application experience. In this role, you will design, develop, and maintain applications that enable government agencies to efficiently manage citizen benefits and eligibility determinations. You will work across the full software development lifecycle — from requirements gathering and technical design through development, testing, and post-launch support — collaborating closely with functional, QA, UI/UX, and infrastructure teams.

Duties:***Requirements & Technical Design*

• Collaborate with functional analysts to translate business and functional requirements into technical solutions aligned with eligibility regulations and program policies.
• Participate in application design, technical reviews, and implementation standards.
• Analyze business rules and program requirements to support effective technical solutions.

Application Development & Maintenance

• Design, develop, enhance, and maintain Java/J2EE-based applications supporting integrated eligibility platforms.
• Develop functionality supporting Medicaid and MSP eligibility determination, enrollment, renewals, case communications, and notices.
• Work within an enterprise environment utilizing technologies such as EJB, IBM WebSphere Application Server (WAS), IBM ACE, Spring, and Spring Batch.
• Support the coexistence and phased migration of legacy and modernized application components.
• Troubleshoot, enhance, and maintain existing enterprise applications.

Interface & Data Exchange

• Support the design and implementation of inbound and outbound data exchanges using Java/J2EE and REST services.
• Define and validate data mappings, data elements, triggers, timing, processing logic, business rules, and control points.
• Assist with integration frameworks, error-handling strategies, and exception processing.
• Participate in technical walkthroughs and design reviews to validate end-to-end data flows across integrated systems.
• Support integrations using REST, SOAP, XML, and JSON.

Testing & Quality Assurance

• Develop and execute unit and integration tests.
• Troubleshoot application, UI, integration, database, and environment-related issues across development, QA, and higher environments.
• Support defect resolution, performance improvements, and production issue troubleshooting.

Documentation & Collaboration

• Document technical designs, business rules, application processes, configuration changes, interfaces, and implementation details.
• Collaborate with functional liaisons, vendors, developers, QA teams, infrastructure teams, and other technology stakeholders.
• Clearly communicate technical concepts and solutions to both technical and non-technical audiences.
• Participate in code reviews, technical discussions, and knowledge-sharing activities.

Mandatory Qualifications:

• 6 years of hands-on experience developing Java/J2EE enterprise applications and related frameworks.
• 2–5+ years of experience with Java.
• 2–5+ years of experience with SQL and relational databases.
• 2–5+ years of experience with Spring/Spring-based technologies.
• Strong understanding of object-oriented programming, APIs, debugging, and enterprise application development.
• Experience working through the full software development lifecycle.
• Strong analytical, troubleshooting, communication, and collaboration skills..

Desirable Qualifications:

• Proven experience building or supporting integrated eligibility systems (Medicaid, SNAP, TANF, or comparable).
• Proficient in web services (REST, SOAP), XML/JSON processing, and relational databases (Oracle, SQL Server, PostgreSQL).
• Skilled in interface and data exchange design using Java/J2EE and REST services — including defining data mappings, control points and error handling for inbound/outbound integrations. o Experience with enterprise application servers, specifically IBM WebSphere Application Server (WAS).
• Solid fundamentals on data structures, APIs, debugging, version control, system design concepts (scalability, reliability, security, integrations).
• Hands-on experience with eligibility rules engines, including configuration, rule authoring, and integration with case management workflows.
• Proficiency with Oracle Policy Automation (OPA): building and maintaining decision services, rule models, and workflows for eligibility determination logic.
• Experience with batch processing frameworks (Spring Batch) and secure data exchange protocols.
• Domain Knowledge o Working understanding of eligibility and case management workflows, business rules, and the state/federal Medicaid and MSP programs.
• Ability to translate policy and program logic into technical requirements
