About Revoy:

Revoy is building the infrastructure and technology to electrify long-haul trucking. Our electric converter dolly attaches between a tractor and trailer, transforming existing diesel trucks into hybrids and dramatically reducing fuel consumption and emissions without requiring fleets to replace their tractors.

We're developing a network of charging and operations sites along major freight corridors to support commercial deployments at scale. We're looking for a Development Manager to lead the site selection, lease/purchase and development of Revoy's charging infrastructure in Oregon, Idaho, Washington and the US West broadly.

About The Role:

The Development Manager will own the development of Revoy's Oregon charging sites from initial site identification through construction and operation. This is a highly hands-on role at the intersection of real estate, utilities, permitting, construction, and transportation infrastructure. You'll identify and secure strategically located properties, build relationships with local landowners, work with utilities to secure sufficient electrical capacity, navigate local permitting and approvals, and coordinate the physical build-out of each site.

You'll spend significant time in the field meeting with property owners, evaluating prospective sites, and working with local stakeholders. Success in this role means taking a location from a point on a map to an operational Revoy charging site.

Revoy is looking for someone who combines the relationship-building instincts of a real estate developer with the execution mindset of a project manager. This person should be comfortable spending one day negotiating with a landowner, the next working through a power request with a utility, and the next walking a site with an engineer or contractor.

Your Responsibilities:

• Lead site acquisition across Oregon, Washington, and Idaho identifying and securing properties for Revoy charging and operations sites along priority freight corridors.
• Visit prospective properties to assess site suitability, including access, truck circulation, available space, proximity to freight routes, utility infrastructure, and constructability.
• Develop a pipeline of prospective sites through direct landowner outreach, brokers, local relationships, and other sourcing channels.
• Build relationships with property owners and lead commercial discussions for leases, licenses, purchases, and other site-control arrangements.
• Coordinate site diligence, surveys, conceptual layouts, engineering, and other technical work necessary to evaluate and develop sites.
• Starting with our Portland and Hermiston sites, lead site build-out from concept, through planning, through operation, coordinating contractors, vendors, engineers, utilities, and internal Revoy teams to keep projects on schedule and budget
• Own local permitting and approvals, working with cities, counties, planning departments, and other authorities to secure land-use, building, electrical, and other permits required for Revoy's operations.
• Coordinate utility power access, working directly with electric utilities to assess available capacity, initiate new-service requests and load studies, understand upgrade requirements and timelines, and drive projects toward energization.
• Work with engineering, utility, and construction partners to define site electrical infrastructure and charging requirements.
• Manage multiple sites simultaneously at different stages of acquisition, permitting, utility development, and construction.
• Develop strong relationships with landowners, utilities, local governments, economic development organizations, contractors, and other partners throughout Oregon.
• Identify development risks early and find practical solutions to keep projects moving quickly.
• Serve as Revoy's primary local representative for Pacific Northwest site development.

Required Qualifications:

• 5 years of experience in real estate development, site acquisition, infrastructure development, energy development, construction, or a related field.
• Demonstrated experience taking physical infrastructure projects from site identification through development and execution.
• Experience negotiating leases, purchase agreements, licenses, easements, or similar real estate agreements.
• Experience working with utilities, municipalities, permitting authorities, contractors, and landowners.
• Strong understanding of site diligence and the ability to quickly assess whether a property is viable for development.
• Ability to manage multiple complex projects and external stakeholders simultaneously.
• Strong commercial judgment and comfort negotiating directly with property owners and other counterparties.
• Willingness to spend significant time in the field traveling throughout Oregon and meeting with local stakeholders.
• Ability to operate independently and make progress in an early-stage environment where the path forward isn't always predefined.
• Excellent communication, organization, and project-management skills.

Preferred Qualifications:

• Experience developing EV charging, renewable energy, utility, industrial, logistics, truck parking, or other transportation infrastructure.
• Familiarity with Oregon land-use and permitting processes.
• Existing relationships with Oregon utilities, municipalities, landowners, industrial property owners, or economic development organizations.
• Experience evaluating electrical capacity and working through utility interconnection or new-service processes.
• Experience managing civil and electrical construction projects.
• Familiarity with GIS and other tools used for site identification and evaluation.

Salary Range: $130,000 - $150,000 per year
