The Challenge
We are hiring a senior transportation engineer III to be our Division Project Manager.
In this role, you will:
⦁ Oversee our Division’s Locally Administered Project (LAP) Program to ensure that all Federal rules are followed during project development and construction.
⦁ Develop Municipal Agreements that are binding documents outlining responsibilities for government entities on NCDOT projects and that must be developed in a timely manner to prevent delays to projects and reimbursements.
⦁ Lead a staff of embedded contractors assisting in the management of the LAP program with the Division Project Manager being the main point of contact for Municipalities regarding plan reviews, reimbursements, and general questions.
⦁ Assist division staff by coordinating the planning, design, and construction of division managed projects.
⦁ Track all aspects of each assigned project from conception to completion, including project feasibility, planning, public involvement, project design, right-of-way acquisition, environmental issues, budget, and project letting to ensure timely delivery of projects and programs.
⦁ Work closely with established municipal and regional planning organizations (MPOs & RPOs) in the planning of Transportation Improvement Projects (TIPs).
⦁ Respond to the public, local government agencies, Raleigh staff, and private engineering firms regarding the status and design aspects of highway projects.
⦁ Provide engineering and design guidance to NCDOT engineering staff, private engineering firms, and local municipalities.
What You Bring
⦁ Experience maintaining effective working relationships with NCDOT staff, municipalities, consultants, contractors, and public officials while managing conflicts and deadlines.
⦁ Experience assimilating large amounts of data to properly plan, prioritize, track progress, and monitor NCDOT projects and programs.
⦁ Working knowledge of State and Federal project regulations regarding funding, planning, design and right of way.
⦁ Knowledge of NCDOT programming, planning, scheduling, and funding procedures.
⦁ Experience making recommendations and decisions for simple or complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.
⦁ Ability to organize resources and organize division-wide task study groups.
⦁ Ability to adequately plan, schedule, coordinate, and conduct transportation engineering planning work and convey findings in verbal and technical report forms.
⦁ Leadership and communications skills to lead effective teams and establish and maintain effective working relationships with private and public officials, private engineering firms, and Division staff, including District Engineers, County Maintenance Engineers, design engineers, and other NCDOT units.
⦁ Ability to deal with change, manage conflict, negotiate complex technical/policy situations, and lead individuals and groups to resolve conflict.
⦁ Ability to analyze and form plans and courses of action for a wide variety of technical and policy-level activities.
⦁ Ability to prepare and review small/less complex engineering and technical plans and data for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs.
⦁ Ability to make recommendations to senior engineers/managers on project concerns or issues.
⦁ Ability to ensure sufficient coverage and records for proposed programs or projects.
⦁ Decision-making skills to address routine engineering matters or other areas requiring technical engineering knowledge.
⦁ Ability to express basic engineering concepts and related facts in a clear, concise, and organized manner.
⦁ Ability to write clear, concise, and organized documents and reports addressing basic engineering concepts and facts.
⦁ Ability to apply math, physical, and engineering sciences to routine services or creative work such as consultation, investigation, evaluation, planning, and design of engineering/geomatics projects.
⦁ Thorough knowledge of the principles and practices of professional civil engineering relating to highway, traffic engineering, and transportation planning.
⦁ Thorough knowledge of highway design practices, contract preparation, and administration, including specifications, pavement design, project scheduling principles, and knowledge of funding sources.
⦁ Knowledge of state and federal budgeting procedures and practices.
⦁ Thorough knowledge of NCDOT, its operations, and local governments.
⦁ Ability to safely operate a motor vehicle.
Education and Experience
⦁ Bachelor's degree in engineering, and
⦁ 4+ years of relevant experience; or
⦁ An equivalent combination of education and experience.
Note
⦁ We may require registration as a professional engineer by the NC of Examiners for Engineers and Surveyors.
