The Role

We're hiring a Manager to lead rate, financial, and regulatory engagements for utility clients across our Energy, Water, and Solid Waste practices. You'll manage projects from start to finish, mentor a team of analysts and consultants, and serve as a trusted advisor to utilities, municipalities, and boards.

Consulting experience is always a plus, but it isn't required. Some of our strongest people came from utilities, public utility commissions, consumer advocate offices, and public-sector finance. If you've built cost-of-service models, designed rates, prepared a revenue requirement, or supported testimony, we want to hear from you.

Key Responsibilities

  • Lead and manage utility rate, financial planning, and regulatory engagements, including scope, workplan, staffing, budget, and schedule
  • Develop and oversee cost-of-service studies, revenue requirement analyses, rate design, and long-term financial forecasts
  • Review utility financial statements to assess financial performance and the adequacy of current and proposed rates
  • Analyze regulatory filings, testimony, and commission decisions, and support clients in regulatory proceedings
  • Review and QA/QC work products to make sure they're accurate, defensible, and ready for clients
  • Supervise, train, and mentor junior staff, including coaching, feedback, and performance evaluations
  • Present findings to clients, city councils, utility boards, and stakeholder groups through reports, memos, and presentations
  • Lead and support business development, including proposals, pursuit strategy, and building long-term client relationships
  • Collaborate with colleagues across NewGen's Energy, Water, and Solid Waste practices

Required Qualifications

  • Undergraduate degree or higher in Finance, Economics, Accounting, Engineering, Business Administration, Public Policy, or another quantitative field
  • 7 or more years of experience in utility rates, regulatory analysis, utility finance, or consulting. Experience at a utility, a regulatory agency, or a consulting firm all counts.
  • Hands-on experience with cost-of-service analysis, rate design, revenue requirements, or financial forecasting
  • Experience leading projects, workstreams, or teams, and managing deadlines and priorities
  • Advanced proficiency in Microsoft Excel, plus Word and PowerPoint

Preferred Qualifications

  • Experience preparing or supporting expert witness testimony or regulatory filings
  • Consulting or client-facing advisory experience
  • Business development or proposal experience
  • Master's degree (MBA, MS Finance, MPA, Economics, or related)
  • Experience with Power BI, Python, R, or other data analysis tools

Additional Information

Location: Lakewood, CO. Hybrid role with three days in the office and the opportunity for two days of work from home. Candidates must live in the Denver area or be willing to relocate to Dallas or Denver.

Employee Type: Full-time, exempt. Some overtime and travel may be required.
