Position Overview:

We are seeking a Senior Project Manager with strong experience in Electronic Health Records (EHR), health informatics, and health IT to lead a large-scale healthcare technology implementation.

The selected candidate will oversee the implementation of an EHR solution across 59 State Health Centers (SHCs) and support clinical teams across multiple public health programs. This role will be responsible for guiding the project from planning through implementation while coordinating business, technical, clinical, and organizational stakeholders.

The ideal candidate will have a proven record of successfully delivering complex IT projects, particularly EHR implementations involving organizations transitioning from paper-based clinical documentation to electronic systems.

Key Responsibilities:

  • Lead the project through the full implementation lifecycle, from initiation and planning through testing, deployment, and final project closure.
  • Develop and maintain comprehensive project plans covering scope, schedule, resources, milestones, dependencies, deliverables, and budgets.
  • Manage a large-scale EHR implementation involving healthcare and public health stakeholders.
  • Coordinate activities across application, data, informatics, networking, security, infrastructure, service management, and other technical teams.
  • Work closely with program leadership, business stakeholders, vendors, and technical teams to establish priorities and resolve project issues.
  • Ensure project deliverables meet approved business requirements, technical specifications, quality standards, timelines, and budget expectations.
  • Track project performance against approved schedules, milestones, estimates, and financial plans, taking corrective action when required.
  • Lead project status meetings, stakeholder reviews, quality reviews, and project governance activities.
  • Prepare regular project status reports, dashboards, metrics, recommendations, and executive-level communications.
  • Establish and maintain effective communication plans and deliverable tracking mechanisms for project stakeholders.
  • Identify project risks, issues, dependencies, and constraints; develop mitigation strategies and drive them through resolution.
  • Manage project scope and ensure requested changes are evaluated, documented, approved, and incorporated through established change-control procedures.
  • Coordinate system testing, implementation activities, training, and organizational readiness efforts.
  • Support organizational change management (OCM) activities to help healthcare staff transition successfully to new processes and technology.
  • Facilitate business process improvement and re-engineering initiatives associated with the implementation.
  • Develop project estimates and work with technical leads to refine resource, effort, and delivery projections.
  • Obtain appropriate stakeholder approval for project plans, estimates, deliverables, and major implementation decisions.
  • Balance team workloads and coordinate multiple concurrent workstreams to maintain project momentum.
  • Communicate project objectives, assignments, deadlines, and dependencies clearly to team members.
  • Serve as the central point of contact for project-related concerns, escalations, decisions, and issue resolution.
  • Build strong working relationships with program leadership, customers, vendors, and internal IT teams.
  • Coordinate with software and hardware vendors to ensure solutions satisfy program and technical requirements.
  • Conduct project reviews and lessons-learned activities with key stakeholders.
  • Mentor junior or less-experienced project management professionals when needed.
  • Maintain project documentation using Microsoft SharePoint and Microsoft Teams in accordance with established PMO practices.
  • Provide regular project updates and maintain required project records within the designated project management system.
  • Support continuous improvement initiatives within the healthcare IT project management organization.
  • Participate in off-site meetings at State Health Center locations when required.
  • Required Qualifications
  • 7–9 years of relevant Project Management experience managing complex IT initiatives.
  • PMP certification with at least 5 years of active certification/experience.
  • Demonstrated experience implementing an Electronic Health Record (EHR) or Electronic Medical Record (EMR) system.
  • Experience leading an EHR implementation for an organization that previously relied on paper-based clinical or medical records.
  • Strong background in health informatics and healthcare IT.
  • Demonstrated experience managing projects through planning, design, development/configuration, testing, implementation, and closure.
  • Experience developing detailed project plans, schedules, estimates, budgets, status reports, and project metrics.
  • Experience managing enterprise-level or high-priority IT projects with multiple stakeholder groups.
  • Strong understanding of formal project management methodologies and the PMI project lifecycle.
  • Experience identifying, assessing, mitigating, and tracking project risks and issues.
  • Strong stakeholder management, communication, facilitation, and problem-solving skills.
  • Ability to coordinate effectively across business teams, IT groups, vendors, and senior leadership.
  • Experience managing project schedules, budgets, resources, scope, dependencies, and deliverables.
  • Proficiency with Microsoft SharePoint and Microsoft Teams for project collaboration and documentation.

Preferred Qualifications:

  • Experience with Organizational Change Management (OCM) involving independent customer or stakeholder groups.
  • Experience with public-sector or government healthcare technology programs.
  • Experience managing enterprise-wide healthcare technology implementations.
  • Experience supporting business process transformation or re-engineering initiatives.
  • Experience mentoring project management staff and contributing to PMO process improvement.
