Position Summary:
The Transition Manager leads transition-in and transition-out activities for the SEC Legacy EDGAR Operations and Maintenance program. This role is responsible for planning, coordinating, and executing transition activities to ensure uninterrupted operations, effective knowledge transfer, staffing readiness, operational continuity, and risk mitigation throughout the contract lifecycle.
The Transition Manager serves as the primary point of contact for transition planning and execution and works closely with SEC stakeholders, incumbent contractors, program leadership, technical teams, and operations personnel to deliver a seamless, low-risk transition.
Key Responsibilities:
- Develop, maintain, and execute the Transition Management Plan.
- Lead transition-in and transition-out activities in accordance with contractual requirements.
- Establish transition schedules, milestones, deliverables, dependencies, and success criteria.
- Coordinate onboarding of personnel, facilities, tools, processes, and documentation.
- Ensure operational readiness before assumption of services.
- Plan and manage knowledge transfer with incumbent personnel and SEC stakeholders.
- Coordinate documentation reviews, system walkthroughs, operational shadowing, and reverse-shadowing.
- Ensure operational procedures, runbooks, SOPs, system documentation, and support processes are captured and validated.
- Track knowledge-transfer completion and readiness metrics.
- Serve as the primary liaison for transition-related communications.
- Facilitate transition meetings, readiness reviews, status briefings, and risk assessments.
- Collaborate with SEC technical, business, security, and operational stakeholders.
- Coordinate activities across development, infrastructure, cybersecurity, and support teams.
- Coordinate staffing plans, personnel onboarding, resource allocation, system access, training, security clearances, and required certifications.
- Track workforce readiness and identify staffing risks.
- Identify transition risks, dependencies, constraints, and issues.
- Develop mitigation and contingency plans and maintain transition risk and issue logs.
- Escalate critical issues and coordinate timely resolution.
- Validate support processes, monitoring capabilities, escalation procedures, and reporting mechanisms.
- Coordinate readiness assessments and operational checkpoints.
- Ensure continuity of operations with minimal disruption to SEC mission activities.
- Support service validation and acceptance activities.
- Prepare transition status reports, dashboards, and executive briefings.
- Track transition metrics and performance indicators.
- Provide regular updates to program leadership and SEC stakeholders.
- Ensure contractual transition deliverables are completed on schedule and to required quality standards.
Minimum Experience:
- Minimum 8 years of experience managing complex IT program transitions, implementations, or operational transformations.
- Experience supporting Federal Government technology programs.
- Demonstrated experience transitioning large-scale operations, maintenance, or modernization programs.
- Experience managing cross-functional teams and multiple stakeholders.
- Experience developing transition schedules, risk registers, and readiness plans.
