Winrock is seeking a Deputy Chief of Party to lead a dynamic team in implementing an anticipated $10M donor-funded project to support vulnerable populations through comprehensive, trauma-informed services; prevent and address human rights violations such as gender-based violence, exploitation, human trafficking, and conflict-related violence and abuses; and strengthen policies and their implementation at the national and subnational levels. 

The Deputy Chief of Party (DCOP) will assist the COP in providing technical leadership and oversight of programmatic interventions to ensure quality, timeliness, and efficiency of all products and interventions generated under CTIP/V Activity. In the absence of the COP, the DCOP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will oversee the day-to-day operations and the staff’s quality of work and ensure delivery of tasks and meeting deadlines.

This role does not include any expatriate benefits. candidates must be eligible to work in country without sponsorship.  

The position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

  • Lead the operational start-up of the project, including office set up, registration, banking, etc.

  • Organize training for staff on all aspects of project operations including administration, grants, security, procurement, human resources (HR), subawards and finance and ensure all procedures are followed and ensure compliance with donor rules and regulations and Winrock procedures as laid out in the Winrock project manuals. 

  • Contribute to the project’s human resources, grants, procurement, security, etc.

  • Oversee operations and relevant personnel in close communication with the COP.  

  • Oversee operations of the project office ensuring timeliness, compliance, transparency and accountability in the procurement of goods and services.  

  • Support the development and updating of the project Grants Manual and oversee grantmaking operations including capacity building for sub-grantees.  

  • Oversee procurement processes, consulting agreements, human resources.

  • Monitor contracts to ensure consultants, subgrants and local vendors are compliant, and services and/or goods are delivered within deadlines.  

  • Supervise the daily financial operations of contracts including cash, banking, and payment procedures ensuring compliance with the Winrock Field Office Finance Manual.

  • Oversee the preparation of monthly financial reports ensuring all vouchers and supporting documentation is clear, and approvals are obtained.

  • Work with the Home Office in close communication with the COP to prepare accurate budget burn-rate projections and monitor expenditures using the project’s budget tracker.  

  • Supervise the management of project office assets and furniture ensuring the administrative staff follows the Winrock property manual procedures such as tracking, inventory management, release forms, and labeling of all property.  

  • Act at Security Focal Point for the project, liaising closely with the project’s Security Manager and Winrock’s Director of Global Safety and Security.

  • Co-design the Security Plan, in collaboration with the Security Manager, COP, and Director of Global Safety and Security.

  • Serve as a key member of the Incident Management Team.

  • Support the implementation of IT security policies and procedures, ensuring that systems are resilient to cyber threats, especially in regions with heightened geopolitical risks. Collaborate with the project Security Manager and the corporate ICT team to ensure compliance with local regulations and international security standards

  • Work closely with Winrock’s regional and Home Office awards management, procurement and finance staff to ensure effective, timely, and coordinated project implementation and operations.  

  • Other duties as assigned. 

REQUIRED QUALIFICATIONS:

● A Master’s degree in a relevant thematic area.

● Minimum of five (5) years' experience in project management. Experience should demonstrate expertise in counter-trafficking, protection of vulnerable populations, gender equality or other similar thematic areas as well as programmatic work with national and local government and CSOs.

● Experience working in positions that require excellent interpersonal skills and ability to network and maintain effective working relationships with diverse sets of stakeholders, in particular local partners.

● Relevant experience in project management, reporting to USAID or other international donor, and supervising staff for projects in active war zone or other similar context.

● Fluency in English and Ukranian (both spoken and written).
