ORGANIZATIONAL SUMMARY

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 280 employees, citywide.

PROGRAM SUMMARY

The program, which operates during the day and night court in Queens, screens targeted defendants for release at criminal court arraignment, subject to specific conditions including maintaining face-to-face and telephone contact with the program, participating in a an assessment process to identify needs such as substance abuse and mental health, and agreeing to program monitoring of court appearances and re-arrests.

POSITION SUMMARY

This is a great opportunity for a dynamic individual with experience as a Court Representative looking to continue service within Court Operations by applying their knowledge of the arrest to arraignment process as a Supervising Court Representative.

PRIMARY RESPONSIBILITIES

  • Provide direct supervision to court staff by answering initial inquiries, escalating higher-level inquiries/concerns to management, delegating work amongst each shift, and providing initial mediation of any conflict.
  • Assist the data quality of Court Representative work by reviewing all emails, screening forms, and court documents and notifying management of errors/discrepancies.
  • Support management by assisting with the training, supervision, and implementation of new policies and initiatives.
  • Represent the program during court appearances regarding new initiatives and specialty cases.
  • Provide updates on participants’ compliance with supervised release conditions on the record as required.
  • Report back to the program on the court appearance, including legal outcomes, reactions to the reports, and any changes in the release conditions.
  • Mentor less experienced colleagues in the intricacies of court procedures and policies, and CJA programs, especially eligibility criteria
  • When requested by management, support Court Representatives with their daily tasks by:

    • Supervising and scheduling a team of Court Representatives under the direction of the Manager of Court Operations
    • Maintaining positive ongoing relationships with all relevant stakeholders, keeping them apprised of new policies and initiatives
    • Helping to supervise the arraignment process, which includes being available to answer questions or clarify criteria
    • Ensuring adherence to program policies and helping oversee the smooth implementation of new protocols
    • Participating in court proceedings, answering questions and providing information as required
    • Reviewing court calendars and Office of Court Administration (OCA) databases to identify prospective clients pending arraignment
    • Participating in in-person or virtual court proceedings as required
    • Interviewing clients to explain program responsibilities and to obtain and verify additional contact information
    • Presenting program eligibility and obligations to the court and responding to questions regarding the new recommendation score, or the process, on the record as required
    • Helping the staff determine bail eligibility according to recent legislative changes to NYS bail laws
    • Cultivating relationships with all relevant court personnel and/or other stakeholders
    • Distributing metro-cards and/or cell phones to clients as needed and maintaining accurate documentation for these processes.
    • Providing Case Managers with all required participant and case information, including court-imposed conditions, special circumstances, contacts and next court date and part information
    • Tracking re-arrested participants and providing a compliance summary to the Court
    • Recording and sending arraignment outcome and notes to Case Manager and other relevant parties
    • Collecting and filling out screening forms with all the relevant information
    • Provides quality control of screening forms and other paperwork completed by Court Representatives, identifying and addressing any issues
    • Tracking potential Intensive Case Management (ICM) clients before their arraignment and referring clients to ICM case managers

QUALIFICATIONS

  • Bachelor’s degree with relevant court or advocacy experience. Current employees with at least 3+ years of experience (preferred) as a Court Representative are encouraged to apply
  • Detailed-oriented, thorough and accurate in the completion of paperwork
  • Excellent communication and interpersonal skills
  • Demonstrates excellence in time management
  • Computer literate with the ability to quickly adapt to changing technology, and ability to efficiently manage Microsoft Outlook inboxes and teams messages
  • Well versed in the use of all MS office applications (Microsoft Word, Excel, and PowerPoint)
  • Willingness to work evening and weekend hours required. The program operates 7 days per week.
  • Bilingual applicants (fluency in Spanish/English) encouraged to apply

SALARY: $71,749.86

Note: This role is 100% in person

Shift is as follows:

Sunday - Thursday 5pm-1am
