We are developing our first software tool, targeted to SEOs who do link building. It will allow the manual review of prospect URLs (that all link builders do) to make MUCH less time and makes it quick and easy to store important details about the URL. This tool does not replace human judgment. It allows humans to scale up this critical task. I learned of the need for this tool when interviewing SEOs about link building practices for an article I'm writing for Search Engine Watch.
