Senior Application Architect

Success By Design (SBD) is hiring a Senior Application Architect to lead an Agile team for a Maryland state public safety agency. The team will replace a legacy licensing platform with modern public-facing application forms and internal case processing, while the agency moves from AngularJS to Angular. It covers handgun licensing, new resident registration, law enforcement credentialing and related permit types. You will own the technical architecture from requirements through production support. This is a full-time on-site role; no telework is expected for at least the first 6 months. Expected start is late January 2027, after the agency's background check.

What you'll do

Lead the team as technical lead and own architecture, design and implementation
Design, build and maintain back-end applications and supporting infrastructure
Work with web servers, gateways, application servers, middleware and content management systems
Translate business process analysis into a secure, CJIS-compliant solution design
Evaluate technologies and products and recommend the best fit
Make sure development is well planned, follows standards and passes change control before production
Support incremental demos to agency staff and production releases
Required qualifications

Bachelor's degree in engineering, computer science, mathematics or a related technical field
10+ years planning, designing, building and implementing web-accessible IT systems using AngularJS
2+ years as lead or chief architect on a major IT application implementation
Strong background in FBI CJIS Security Policy requirements as applied to software engineering for law enforcement
Must pass a criminal background check, including fingerprinting
U.S. work authorization
Preferred qualifications

Experience leading a migration from AngularJS (1.x) to Angular (2+)
Microsoft SQL Server and SQL Server Reporting Services (SSRS)
Experience with Microsoft Azure, and Azure DevOps or GitHub backlog management in an Agile/Scrum environment
Familiarity with Maryland regulated firearm and handgun permitting laws
Preferred certifications (not required): CJIS Security Awareness (Level 3 or 4), Microsoft Certified: Azure Solutions Architect Expert, TOGAF, Certified ScrumMaster (CSM) or SAFe
