Description

The City of Glendale's Innovation & Technology department focuses on the del ivery and operations of vital IT infrastruc­ture, computer support, IT governance, project management, as well as support and maintenance of enterprise applications, data analytics, GIS services, and cybersecurity.

The Software Engineer is responsible for analyzing the needs of our customers and designs, develops, tests, installs, and integrates software systems to meet business needs.

Job duties consist of configuring and customizing both on-premise and SaaS applications. Recommending software upgrades to existing systems and presenting newly available options that may better meet the needs of the City. Responsible for monitoring the effectiveness of systems and troubleshooting any issues that surface.

This Position Is

• FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
• A Grade 415 with an annual salary between $97,902.00 - $146,853.00.

The City of Glendale also offers Regular status positions the following:

• 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays

• Vacation leave accrues at:

• 5.33 hours per pay period (138 hours/17.25* days per year)

• Increases to 6.12 hours per pay period after 5 years

• Then caps out at 7.6 hours per pay period after 10 years of service

• Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

• Days per year estimates are based on an 8-hour work day.

This position participates in the Arizona State Retirement System (ASRS).

• Contribution is mandatory, and deducted every pay period
• The current contribution rate is 11.98%

Essential Functions

• Writes high-quality code that satisfies customer needs.
• Creates systems by designing, developing, and installing software solutions.
• Maintains and improves existing codebases and peer reviews code changes.
• Applies Agile Methodologies to application development.
• Follows full Software Development Life Cycle (SDLC).
• Creates fault-tolerant programming and thorough Quality Control processes.
• Writes test scripts for both existing and developed code to ensure compatibility and stability.
• Integrates multiple systems utilizing different communication protocols and gateways. Develops or consumes APIs as necessary.
• Deploys and manages systems in both on premise and cloud hosted environments.
• Enhances applications by identifying opportunities for improvement, making recommendations, designing, developing, and implementing systems.
• Prepares and installs solutions by determining and designing system specifications, standards, and programming.
• Plans and implements systems automation as required for better efficiency.
• Evaluates systems and provides technical direction.
• Collaborates with other professionals to ensure high quality deliverables within organization guidelines, policies, and procedures.
• Develops and maintains documentation for supported applications, processes, and developed code.
• Complies with project plans and industry standards.
• Participates in change control process. Completes change requests. Coordinates work with City departments and within the Innovation & Technology department.
• Provided on-call support during non-business hours.
• Performs other related duties as assigned.

Minimum Qualifications

Bachelor's Degree in Computer Science, Management Information Systems, Computer Engineering or a related field and three years of experience in development, design, implementation, and application support including three years of software development experience in .NET Framework and other programming languages.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
