As a recognized subject-matter expert on the Department of War (DoW) Planning, Programming and Budgeting process, you will serve as a key advisor to Air Force Research Laboratory (AFRL) leadership. In this senior role, you will manage the integration of AFRL’s Air and Space portfolios into the Program Objective Memorandum (POM) and President’s Budget (PB). You will be responsible for orchestrating out-year budget formulation, ensuring that program funding profiles across the Future Year Defense Program (FYDP) are realistic, defensible, and aligned with strategic guidance.

Position Duties Include, But Are Not Limited To

  • Directs the formulation of out-year budgets. Reviews justification materials and Descriptive Summaries for the Office of the Secretary of War (OSW) and Congress to confidently defend the POM and PB submissions.
  • Synthesizes programmatic and financial planning products from mission organizations into a coordinated strategic financial position. Ensures funding profiles are complete, consistent, and logically sound.
  • Acts as the primary liaison for all planning, programming and budget guidance and data calls with HQ AFMC, the Department of the Air Force (DAF) and OSW.
  • Guides cross-functional teams through annual POM and PB cycles. Coordinates directly with Financial Management (FM) and Personnel (DP) to bridge out-year strategies with current-year budget baselines.
  • Utilizes technical expertise in DAF systems to manage programming and budget. Continuously assesses the long-term impacts of new DoW/DAF legislation and guidelines while recommending critical funding adjustments throughout the year.
