About the Role
Application Systems Analysts supporting the DOEHRS-IH/HC Portfolio serve as the connection between DHA functional users and technical delivery teams, translating industrial hygiene and hearing conservation business needs into clear requirements that developers and testers can act on. If you enjoy analyzing business rules, application workflows, screen navigation, and requirements traceability, this role puts you at the center of the system development and enhancement process.
Key Responsibilities
- Analyze and document functional and system requirements for DOEHRS-IH and DOEHRS-HC enhancements, contributing to System Requirements Specifications and Requirements Traceability Matrices (RTMs).
- Conduct requirements analysis, gap analysis, and impact assessments for proposed system changes and enhancements.
- Participate in Sprint and Release Planning activities, helping refine user stories, requirements, and acceptance criteria in collaboration with functional stakeholders.
- Serve as a liaison between functional stakeholders and technical teams to clarify application business rules, screen navigation, system functionality, and operational workflows.
- Support System Requirements Reviews, Preliminary Design Reviews, Critical Design Reviews, and other technical reviews by developing and presenting supporting analysis and requirements documentation.
- Contribute to Interface Control Document (ICD) development by documenting data attributes, interface requirements, business rules, and workflow dependencies.
- Partner with Test Engineers to map requirements to test cases and validate that delivered functionality meets documented requirements and acceptance criteria.
- Support escalated application issues requiring in-depth system, functional, workflow, or business-rule analysis.
- Maintain requirements traceability throughout the development lifecycle and help ensure changes are accurately reflected in supporting documentation.
Required Qualifications
- Bachelor's degree in Information Systems, Business, Computer Science, Information Technology, or a related field.
- 8+ years of systems or business analysis experience for Master-level positions; 5+ years for Senior-level positions.
- Demonstrated experience developing functional and system requirements, requirements specifications, user stories, acceptance criteria, and requirements traceability documentation for federal IT systems.
- Strong analytical, problem-solving, documentation, and stakeholder-facing communication skills.
- Experience working directly with functional users, developers, testers, and other technical stakeholders.
- Experience supporting Agile or hybrid Agile/Waterfall software development lifecycles.
- Ability to translate complex business and operational needs into clear, actionable technical requirements.
Preferred Qualifications
- Prior Defense Health Agency (DHA), Military Health System (MHS), or other DoD health IT systems analysis experience.
- Familiarity with occupational and environmental health, industrial hygiene, hearing conservation, or other clinical business processes.
- Experience with JIRA, Confluence, or similar requirements management and collaboration tools.
- Experience developing or maintaining Requirements Traceability Matrices (RTMs) and Interface Control Documents (ICDs).
- Business Analysis certification such as CBAP or equivalent.
