Position Type: Contract

Position Summary

The Data Architect will serve as a senior technical resource supporting the State of Maine Office of Information Technology (OIT), with a primary focus on Oracle technologies, enterprise data architecture, dimensional modeling, and automated ETL development.

The role will serve as a daily subject-matter expert for Oracle technologies and toolsets. The individual will design and implement enterprise-class data repositories using Oracle on-premises and cloud-hosted databases, develop automated ETL processes from a variety of data sources, support data modeling initiatives, and provide technical guidance and mentorship to IT staff.

The Data Architect will work closely with application support teams, developers, analysts, DBAs, IT vendors, IT leadership, and business stakeholders. The role will also contribute to upcoming system migrations, system expansions, and data modernization initiatives.


Key Responsibilities

  • Serve as the technical subject-matter expert for Oracle technologies and toolsets.
  • Design and implement enterprise-class data repositories using Oracle on-premises and cloud-hosted databases.
  • Develop fully automated ETL processes from a variety of flat-file and database sources.
  • Develop and maintain automated data-refresh processes using API calls.
  • Design and implement dimensional data models.
  • Develop and support tabular data models.
  • Develop complex SQL and PL/SQL procedures, functions, views, scripts, and related database solutions.
  • Develop, monitor, and maintain automated database processes.
  • Research and resolve database and data-platform issues as they arise.
  • Perform database management and maintenance activities.
  • Capture complex business requirements and translate them into robust, performant, scalable, reliable, and expandable technical solutions.
  • Establish disciplined process and error-logging practices.
  • Maintain high-quality coding comments, system documentation, and metadata.
  • Develop architectural diagrams and technical/system documentation.
  • Train and mentor technical staff on architectural designs, systems, and technologies.
  • Serve as a technical mentor to both senior and junior IT staff.
  • Independently research technical options and evaluate appropriate solutions for evolving technical requirements.
  • Work independently toward project and assignment goals with limited day-to-day oversight.
  • Serve as a trusted technical advisor to the MaineIT/MaineDOT Application Support team.
  • Collaborate with developers, analysts, and employed DBAs.
  • Work closely with IT vendors, IT leadership, and MaineDOT business partners.
  • Support upcoming system migrations, system expansions, and data modernization efforts.

Minimum Experience

  • Extensive practical experience with modern Oracle platforms and technologies.
  • Significant senior DBA-level experience designing and implementing enterprise-class data repositories.
  • Experience with Oracle on-premises and cloud-hosted databases.
  • Extensive experience developing fully automated ETL processes from flat-file and database sources.
  • Practical experience using API calls for automated data refreshes.
  • Practical experience with Oracle Analytics Cloud (OAC).
  • Mastery of SQL and PL/SQL.
  • Experience developing complex procedures, functions, views, and scripts.
  • Strong expertise in dimensional modeling.
  • Experience with tabular data models.
  • Proven experience translating complex business requirements into technical solutions.
  • Experience developing scalable, performant, reliable, and expandable data solutions.
  • Experience with process and error logging.
  • Strong technical documentation and metadata-creation experience.
  • Experience developing architectural diagrams and system documentation.
  • Experience mentoring technical staff.
  • Demonstrated ability to independently research and evaluate technical solutions.

Work Arrangement

  • Majority Remote.
  • Candidate must be available to work onsite in Augusta, Maine one day per month.
  • Travel costs for required onsite work will not be billable.
  • Candidates should be based in the New England area.
