The Department of Conservation and Development (DCD) facilitates land use and development consistent with the County General Plan, administers and enforces Building and Zoning Codes, and coordinates a wide range of County programs. DCD is led by a Director and includes six divisions managed by a Senior Deputy Director, Deputy Director, or Assistant Deputy Director. These divisions include Current and Advance Planning; Building Inspection Services; Business and Information Services; Housing and Community Improvement; Habitat Conservancy and GIS/Mapping; and the Water Agency and Transportation. Located in Martinez, the department has approximately 175 staff members serving Contra Costa County.
DCD is currently seeking to fill one vacancy for an Information Systems Programmer and Analyst I. This role will work closely with other IT staff to support and maintain the department’s existing systems. It offers an exciting opportunity to apply technical expertise while contributing to the technology infrastructure that enables essential services across the County.
Ideal candidates will bring strong knowledge of Microsoft SQL Server databases and advanced querying, SSRS and Crystal Reports development, Oracle and Access databases, and JavaScript. Experience with Accela Land Management, API interfaces, the .NET framework, website development, Power BI tools, Visual C, and C# are highly desirable.

We Are Looking For Someone Who Is
- Driven. You have a proven track record of successful work delivery in day-to-day operations and larger project initiatives
- Experienced. You are experienced in designing, coding, testing, and troubleshooting front-end and back-end applications. You have expertise in requirements gathering, scripting, forms and workflow development, report development, documenting and evaluating the effectiveness of system change
- Knowledgeable. You are experienced with MSSQL databases, .NET framework, Microsoft Visual Studio, SSRS/Crystal Reports, API development and modern web technologies
- Team oriented. You communicate clearly and effectively, work collaboratively with others, maintain a positive and adaptable attitude, and foster positive working relationships in a team oriented environment
- Able to take the initiative. You are independent and have the drive to learn and research on your own
What You Will Typically Be Responsible For
- Developing new applications and maintaining existing applications
- Familiarizing yourself with the department’s databases and other information systems
- Learning and staying abreast of relevant laws, policies, ordinance, rules, and regulations that affect information system changes, workflows, business processes and report requirements
- Working with staff to interpret user/department requirements for system enhancements or reports
- Testing, troubleshooting and implementing system upgrades and systems enhancements
- Providing information and guidance on applicable information systems policies, procedures, methods, and techniques
- Writing SQL queries to extract data and writing stored procedures for batch processing
- Creating ad-hoc queries and reports, and analyzing data using Excel, Power BI, SSRS and other tools.
- Building and maintaining dashboards and reports using Power BI
- Developing front end interfaces and adding BI content into internal sites using HTML, CSS, JavaScript
- Monitoring and tracking projects and reporting on progress or problems encountered.
- Writing and updating documentation of business processes and system configurations
- Providing first-level support for vendor solutions
- Completing Assigned tasks in a timely manner

Minimum Qualifications
Education: Possession of an Associate of Arts degree from an accredited college with a major in computer science or information processing; OR completion of 24 college semester units, or 36 quarter units in computer science or information systems or closely related field.
Experience: One (1) year of full-time or its equivalent experience performing software applications programming or systems analysis.
Substitution for Education: Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.
Desirable Qualifications
- Minimum of one (1) year of experience as a .NET framework developer on the Windows platform who is familiar with using Microsoft Visual Studio, MSSQL database, Crystal Reports or SSRS
- JavaScript, C# coding languages used
- Experience with Power BI or other Business Intelligence tools
- Familiar with backend infrastructure such as servers, VMware, API, and service connections
- Web and mobile application design, development, testing, and troubleshooting experience
Selection Process
