Overview

The Cloud Infrastructure Environmental Permitting team is responsible for the development and on-time delivery of environmental permits to support construction of Data Centers needed to build out Microsoft’s cloud infrastructure. The Ecosystem Enhancement Program Manager will align with the Environmental Permitting team to help manage various milestones of the enhancement initiative including environmental due diligence, environmental permitting, implementation, and monitoring/reporting of adaptive management phases throughout Americas. This role requires regular engagement with key Microsoft stakeholders, including legal, design, construction, and operations teams, regulatory agencies, and outside consultants and contractors.

The Ecosystem Enhancement (EE) Program Manager will be a key player in both the strategy development and execution of Ecosystem Enhancement projects. The Ecosystem Enhancement Program Manager is part of a team of environmental and permitting managers but works across the greater organization to drive an effective, fast and efficient EE development process to eliminate gaps between teams and ensure on-time acquisition and delivery of EE projects. This role will be responsible for driving appropriate cross-team delivery in the review of environmental due diligence, environmental permit acquisition and environmental permit compliance for Microsoft’s Ecosystem Enhancement projects.

Responsibilities

  • Management of environmental due diligence and risk assessment during site acquisition, including Environmental Site Assessments, soil and groundwater investigations, regulatory and permitting evaluations, and biological, ecological, and cultural resource evaluations and surveys as they relate to EE project design, permitting and implementation.
  • Management of environmental consultants for the delivery of environmental approvals and consents, due diligence assessments, risk evaluations, and biological, ecological and cultural resources evaluations, surveys and reports specific to EE projects.
  • Support of regulatory agency, stakeholder and community engagement activities and negotiations for EE projects.
  • Communication of environmental expertise to diverse internal stakeholders, including legal, land, energy, design, construction, operations, community development, and sustainability teams.
  • Coordinate, track, drive Ecosystem Enhancement projects throughout Americas but primarily in the United States.
  • Ecosystem Enhancement concept plan review and contract review and routing; Manage Rough Order of Magnitude (ROM) costs, preliminary plans and ROM cost review.
  • Oversee permitting approaches and strategies, implementation scheduling and tracking of overall project budget.

Qualifications

Required Qualification:

  • Bachelor's degree in Business Management, Real Estate, Project Management, or related field, AND 3+ years relevant experience. OR 5+ years equivalent experience.

Other Requirements

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualification

  • 8+ years of environmental enhancement experience in America ranging from desktop review, concept plans, design plans, permitting, costing, construction implementation, monitoring, reporting and adaptive strategies.
  • 5+ years experience in project management and the ability to collaborate with multiple stakeholders to drive desired outcomes.
  • Have ability to develop project timelines, and identify permitting and implementation risks.
  • Experience with large-scale environmental enhancement projects situated within rural to ultra-urban watersheds.
  • Substantial portfolio management, real estate, or office management experience.
  • Professional engineers, civil or landscape architects.

Real Estate Portfolio Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
