About the Role

The Information Technology (IT) Specialist – Communications, Data Subscriptions, Software and Spectrum Support is responsible for planning, implementing, managing, and sustaining communications infrastructure, software integration, spectrum resources, and data service subscriptions supporting Unmanned Surface Vessel (USV) operations, engineering, inspections, testing, sustainment, and fleet readiness.

The specialist serves as the primary technical authority for communication systems integration, radio frequency (RF) spectrum coordination, satellite and cellular communications, network connectivity, and subscription management for operational data services. The position works closely with engineering, operations, logistics, cybersecurity, and government stakeholders to maximize system availability and mission effectiveness.

Key Responsibilities

Data Subscription and Software Management

  • Manage commercial and government data subscriptions supporting vessel operations.
  • Assist in coordination of licenses, procurement, activation, renewal, and lifecycle management of satellite, LTE/5G, and other communication service plans.
  • Maintain database of communication devices, satellite terminals, and associated service agreements.
  • Coordinate with vendors to resolve service disruptions and implement capability upgrades.
  • Ensure communication assets meet applicable Navy, DoD, FCC, NTIA, and industry standards.
  • Manage databases containing terrestrial, satellite, cellular, RF, and wireless communications utilized for remote vessel command and control.

Software and Spectrum Management

  • Knowledge of software and hardware configuration principles including baselines, integration and modernization for Navy platforms
  • Prepare and submit spectrum authorization requests and maintain associated documentation.
  • Monitor RF utilization after spectrum approval supporting system deconfliction.

Operational Support

  • Provide technical support during vessel testing, inspections and demonstrations.
  • Assist field teams with remote technical support as required.
  • Maintain communication readiness status reports and performance metrics.
  • Coordinate with government program offices, engineering teams, and external service providers.

Documentation and Compliance

  • Maintain records supporting inspections, audits, and regulatory compliance.
  • Support engineering change proposals, configuration management, and technical documentation updates.

Required Qualifications

  • Bachelor's Degree in Information Technology, Telecommunications, or related technical discipline (or equivalent military/industry experience, 8 years minimum).
  • Minimum of 5 years of experience supporting military communications, networking, or information technology systems.
  • Knowledge of RF communications, satellite communications, or wireless networking.
  • Knowledge of spectrum management principles and frequency coordination processes.

Preferred Qualifications

  • Familiarity with Navy communication systems and fleet operations.
  • Experience with SATCOM, LTE/5G, Iridium, Starlink, or other commercial communication services.
  • Knowledge of DoD Risk Management Framework (RMF) and cybersecurity compliance.
  • Experience supporting Unmanned Surface Vessels (USVs), autonomous systems, or maritime platforms.

Preferred Certifications

  • CompTIA Security+
  • CompTIA Network+
  • Cisco CCNA
  • Certified Information Systems Security Professional (CISSP)

Knowledge, Skills, and Abilities

  • Advanced troubleshooting and analytical skills.
  • Strong understanding of communications architecture and network infrastructure.
  • Knowledge of RF propagation, spectrum allocation, and communication regulations.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively within multidisciplinary engineering teams.
  • Strong organizational and documentation skills.

Work Environment

This position may require base access screening in addition to clearance eligibility. Occasional shipboard and remote field work would be required.
