About the job

Overview

GovCIO is currently hiring for an Engineer/Scientist to provide RF Analysis engineering functions on the Navy’s Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team. This position will be in San Diego, CA and will be a hybrid remote position that typically requires 40% CONUS/OCONUS travel.

Responsibilities

  • Responsible for design, development, documentation, commissioning and test of RF Characteristics on system hardware modifications for the US Navy LF/VLF radio transmitters.
  • Responsible for designing, configuring, and maintaining VLF/LF waveforms and modulations on real-time systems.
  • Responsible for understanding antenna structures like; Tri-Deco, umbrella, monopole, and multi-tower top loaded systems.
  • Often required to diagnose equipment impurities on site-specific tuning houses, loading coils, and capacitor banks and lead repairs based upon manufacturer specifications and recommendations.
  • Performs complex tasks relating to system operations, installation, and/or maintenance for local, off-site, and/or remote locations.
  • Gather technical requirements, conduct surveys and engage with clients, constructions crews, utility personnel, and various government departments.
  • Understanding of couplers, filters, final power amplifier stages, and have the ability to use line meters, feedline diagnostics, and test equipment.
  • Diagnose common failure modes like arching, insulator issues, ground faults, and tuning drift.
  • Perform activities including RF checks, point-to-point testing, acceptance testing, and on-site troubleshooting; generate test procedures, reports, and redlines.
  • Measure antenna/tuning values during maintenance windows.
  • Understand seasonal, daily, and geomagnetic impacts on LF/VLF propagation, and compare theoretical propagation with actual site performance logs.
  • Understand how institutionalized software tools like LiDAR, and Model Based Systems Engineering (MBSE), which incorporated tools like CST, and Solidworks can help visualize what is actually taking place at each site.
  • Perform electronics troubleshooting to the component level; read schematics/wiring diagrams; perform cable build/repair, connectorization, and rework/soldering as needed to restore system operation.
  • Use and maintain electronic test equipment (DMM, oscilloscope, spectrum/network analyzer, logic analyzer) while following ESD controls and calibration requirements.

Qualifications

High School with 9+ years (or commensurate experience)

Will consider BS in lieu of experience as follows: BS degree in Software Engineering, Computer Engineering, Computer Science, Electrical Engineering, Mathematics or Physics with Six (6) years relevant experience

Required Skills And Experience
