We are seeking to welcome a new team member to the Pipeline Operations Team for the position of Instrumentation, Controls, Electrical Specialist (aka I-C-E Specialist). This position will support pipeline operations across the full VG LNG pipeline portfolio (TCPL, CX, GX). The ideal candidate will be a team-oriented technician with a skillset focused on pipeline electrical, instrumentation and controls equipment. A secondary focus on pipeline maintenance practices will be a necessity. This person will have significant experience in the natural gas industry working primarily in field/site environments, but also in an office setting. This person will be able to troubleshoot pipeline field devices, write SOP’s and procedures, educate the pipeline operations team on best practices for I/C/E equipment and provide oversight on specialty third party contractors.

The Pipeline I-C-E Specialist will report to the Pipeline Operations team’s Senior Manager and will work alongside other VG Operations / Project teams, being ultimately responsible for the execution and the performance of VG’s pipeline I-C-E equipment.

Responsibilities:

  • Provide pipeline instrumentation, controls and electrical (I-C-E) subject matter guidance for Pipeline Operations field team as required.
  • Provide field troubleshooting support for pipeline I-C-E equipment.
  • Develop, execute and manage pipeline SOP’s for pipeline I-C-E equipment troubleshooting, care and upkeep.
  • Develop, execute and manage pipeline maintenance processes and documentation for pipeline I-C-E equipment.
  • Ensure best practices related to pipeline I-C-E equipment use are included in SOP’s and procedures, and consistently applied across all VG gas transmission pipelines.
  • Support field regulatory compliance activities by the VG Operations team(s) for all pipeline I-C-E equipment.
  • Support maintenance planning for all pipeline I-C-E equipment.
  • Develop and maintain a maintenance strategy for all pipeline I-C-E equipment, including detailed spares plan.
  • Support the development and execution of pipeline major service plans for all VG gas transmission pipeline assets.
  • Manage pipeline I-C-E equipment spares, including asset-specific warehousing requirements for access & preservation requirements for each pipeline.
  • Collect and maintain historical pipeline I-C-E equipment operating data for pipeline I-C-E assets. Provide data analysis and investigation as required to improve pipeline operation.
  • Provide support for regulatory compliance of transmission pipeline assets, including assistance with site audits and field visits and support for PHMSA and FERC visits and/or data request.
  • Maintain a comprehensive asset registry for all I-C-E equipment on VG gas transmission pipelines.
  • Develop regular formal I-C-E field activity reports for VG management (planned maintenance, failures, inspections, etc).
  • Propose mitigation plans and protection schemes for transmission pipeline assets as required for pipeline I-C-E equipment issues.
  • Support activity related to upstream gas suppliers to VG with non-standard operational activity, major maintenance planning, process upset condition SOP’s and other related items.
  • Define the required training and Operator Qualifications (OQ’s) required for personnel working on VG transmission pipeline I-C-E activities. Support development and delivery of VG training content as required.
  • Identify continuous improvement opportunities related to VG transmission pipeline for I-C-E equipment.
  • Review and comment on Engineering deliverables, plans and procedures related to pipeline I-C-E equipment.
  • Support pipeline operations work related to LA811 / TX811 one-call programs.
  • Periodic regional travel between VG sites and offices will be required. Travel between end-to-end portions of all VG gas transmission pipeline assets will be considered a regular activity.
  • Work sites may require movement on and around elevated and marine based structures, including road and marine craft transport along pipeline ROWs.

Qualifications:

  • Technical College or Trades Certificate in Instrumentation, Controls and Electrical technology. Alternative work experience and/or training demonstrating a highly refined level of competence and capability may be acceptable.
  • Must be able to demonstrate leadership skills and an aptitude for team building.
  • Must have or be able to obtain a TWIC.
  • Strong specialization in pipeline roles associated installation and maintenance of I-C-E equipment in the natural gas pipeline industry.
  • 5 or more years of experience in the natural gas pipeline industry with demonstrable experience in maintenance roles. 10 or more years of service in a ROW & Maintenance Specialist (Gas Pipeline Technician or equivalent) role is a plus.
  • Strong knowledge of 49 CFR 191 & 192 as applied to natural gas pipeline integrity. Understanding of 49 CFR 193 is a plus.
  • Knowledge of applicable natural gas industry construction practices, PHMSA, FERC and agency requirements.
  • Working knowledge of gas compression technology, including general construction, commissioning and operational practices is beneficial.
  • Specific instrumentation, controls and electrical certifications are a plus (ex: Medium Voltage maintenance).
  • Knowledge of engineering design standards and applicable natural gas industry codes and regulations; must stay current on technology, industry standards and material.
  • Understands concepts of asset lifecycle management, system reliability and gas transmission operations.
  • Excellent verbal and written/electronic communication.
  • Strong HSSE commitment and demonstrated HSSE leadership skills.
  • Applicant should be willing to have regular travel to each VG transmission pipeline location in the Louisiana and east Texas region to perform the job duties.
  • Must have a valid driver’s license and be capable of driving and being insured in the states of LA and TX at a minimum.
  • Applicant must possess and maintain a physical movement capability to allow job duties in all VG transmission pipeline locations. This may at times vary from indoor work to field work in typical Louisiana / Texas wilderness areas and gulf coast areas
