Position Summary:
Oasys seeks an experienced Project Control Analyst to support program management through comprehensive project control, financial analysis, and reporting. This role is critical in ensuring the successful execution and oversight of program objectives by developing and managing budgets, tracking project schedules, and providing thorough cost analysis. The Project Control Analyst will work closely with project managers and program teams to ensure compliance with internal and government standards while optimizing project efficiency and effectiveness.
The ideal candidate has a strong foundation in financial analysis, cost management, and project scheduling. This role requires analytical expertise, meticulous attention to detail, and the ability to thrive in a fast-paced environment with competing priorities.
Primary Responsibilities:
- Manage and oversee all project control functions, including planning, tracking, analysis, and reporting across the project lifecycle.
- Develop and maintain detailed schedules to ensure all project milestones are met.
- Coordinate with program teams to create, manage, and monitor project budgets in line with contractual and program requirements.
- Provide accurate financial and administrative deliverables for internal and external stakeholders.
- Track cost performance against project plans to ensure adherence to contractual obligations.
- Provide variance analysis to project management, flagging budget or schedule discrepancies.
- Ensure compliance with internal policies and government regulations.
- Develop reports for management that detail project performance metrics, budget status, and schedule adherence.
- Develop and implement change management processes to efficiently manage and document project adjustments.
- Coordinate between clients, project teams, and subcontractors to maintain project alignment.
- Accumulate, compile, and maintain cost data to support project budget updates and track overall project progress.
- Establish cost control and scheduling procedures to enhance project efficiency.
- Provide ad hoc analysis and support to program managers, assisting with mergers, acquisitions, joint ventures, and other strategic initiatives as needed.
- Perform other duties as assigned.
Skills and Qualifications:
- Deep understanding of financial accounting and cost accounting principles, including budgeting, forecasting, and variance analysis.
- Familiarity with generally accepted accounting principles (GAAP) and government accounting standards.
- Proficiency in project scheduling techniques, including experience developing, maintaining, and tracking project schedules.
- Ability to assess timelines, identify critical paths, and meet project milestones.
- Knowledge of Earned Value Management (EVM) and other project performance measurement tools is advantageous.
- Strong analytical skills with the ability to interpret complex data, identify trends, and make recommendations to enhance project performance.
- Skilled in conducting root cause analysis and developing solutions to keep projects on track.
- Expertise in budgeting and financial analysis, including cost control, forecasting, and resource allocation.
- Experience analyzing financial data to ensure project expenditures align with budgets and objectives.
- Proficient in gathering, compiling, and analyzing large data sets for project reporting.
- Skilled in creating detailed reports, dashboards, and visualizations that provide insight into project performance, cost variances, and schedule adherence for stakeholders.
- Familiarity with federal regulations and standards governing project and contract management.
- Experience ensuring compliance with government procurement rules and internal controls, understanding audit requirements, and implementing corrective actions.
- Strong verbal and written communication skills, with the ability to convey complex financial information to stakeholders across various organizational levels.
- Skilled in preparing and presenting reports and collaborating effectively with project teams, management, and external partners.
- Demonstrated ability to manage and document project scope, budget, and schedule changes.
- Experience developing and implementing change management processes to maintain project alignment with evolving requirements.
- Highly detail-oriented with a commitment to accuracy in financial analysis, reporting, and project documentation.
- Ability to ensure all project data is current, accurate, and aligned with project objectives.
- Advanced proficiency in Microsoft Excel for data analysis, financial modeling, and reporting.
- Familiarity with project management software, such as Microsoft Project or Primavera, and accounting tools like JAMIS, Deltek, or similar project and financial tracking platforms.
- Strong organizational and time management skills, with the ability to handle multiple projects simultaneously and meet strict deadlines.
- Skilled in prioritizing tasks to achieve high-quality outcomes within time constraints.
- Ability to work effectively as part of a project team, coordinating with project managers, finance personnel, and other stakeholders to ensure cohesive project execution.
- Skilled in managing relationships with subcontractors, vendors, and other partners to align project expectations and performance.
Required Education and Experience:
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field, or an equivalent combination of education and experience.
- At least three (3) years of experience in project control, project finance, government contract accounting, or a related field.
- Strong understanding of general financial and cost accounting principles, with the ability to adhere to generally accepted accounting standards.
- Experience with JAMIS Accounting Software or similar project management/accounting tools.
- Prior experience supporting federal government programs, especially within national security, critical infrastructure, or cybersecurity domains.
- Familiarity with cost control methodologies, scheduling procedures, and managing complex project budgets is advantageous.
Clearance Requirements:
- Must be a US Citizen
- Must be able to obtain a Top Secret with Sensitive Compartmented Information (TS-SCI) clearance.
Work Location:
- Arlington, VA (On-Site - Hybrid).
