Winrock International is looking for a qualified civil engineer with some level of experience working on water system constructions, repair and maintenance and community level capacity building activities. Reporting to the Water Technical Officer based in Monrovia, the Field Water Technical Officer will be responsible for working with communities, conducting/supporting feasibility studies, identifying technical water service gaps, developing improvement plans, assisting in developing training materials and implementing training activities for water technicians, CWCs and LGIs, supervising, managing, monitoring and reporting on construction activities.
ESSENTIAL RESPONSIBILITIES:
Participate in community assessments, site selection for improvement and intervention communities by assessing existing water points, communities’ ability, and willingness to pay for water services, and local leadership capabilities.
Work with communities and support the development of improvement plans for water service infrastructure and delivery systems for target communities and related stakeholders.
Conduct/support technical feasibility studies, the development of basis of designs, technical drawings, bills of quantities, and technical specifications for the construction and rehabilitation of rural water supply systems.
Provide regular oversight of construction activities, including management and supervision of construction sub-contractors, monitoring visits, quality control and assurance check-ins.
Support the WTO & DCOP Technical to ensure compliance with the Construction Quality Assurance and Control Plan, Health and Safety Plan, and the Environmental Monitoring and Mitigation Plan, and provide written reports accordingly in line with USAID requirements
Support data collections, reporting and contribute to learning activities in support of the MEL and Technical Teams
Obtain success stories and photographic documents on community involvements, construction activities, and water service delivery improvement and contribute to communications materials and project deliverables.
In collaboration with respective government institutions and using rural water supply systems users and maintenance manual, provide or facilitate trainings to members of communities, plumbers, repair and maintenance technicians, and private water service providers.
Conducting technical training to LGIs and CWCs on the operation and maintenance of the water supply systems and other technical training with support from the WTO based in Monrovia.
Understanding and carrying out all tasks given by the Monrovia based Water Technical Officer.
TECHNICAL FIELD OFFICER REQUIREMENTS:
A bachelor’s degree in civil engineering. Minimum of 3 years of experience in building construction or similar field. Experience in water supply systems and experience working on a USAID funded project or similar project is preferred.
Professional proficiency in both oral and written English required
Strong analytical, troubleshooting, problem-solving, interpersonal relations, and communication skills.
Practical experience using CAD software or other architectural software (Revit or Civil 3D) and basic skill in Microsoft project or similar project management software will be required.
Ability to follow instructions and to collaborate with others.
Ability to develop training materials and conduct capacity building training in water service management and operations for CWCs, WSPs and LGIs.
Ability to provide technical oversight to A-E firm’s feasibility & engineering studies and oversee construction activities of mini rural water supply systems.
Ability to provide adequate construction management, monitoring, and oversight to sub-contractors.
