We are seeking qualified applicants for the position of Permit To Work (PTW) Supervisor.

General Description:

The Permit to Work Supervisor reports to the Director Operations – Process and is a focal point for primarily managing all aspects related to safe execution of work, with administrative oversight of the Management of Change (MOC) processes executed at Venture Global Plaquemines liquefied natural gas facility.

The Permit to Work Supervisor ensures relevant systems, processes, supporting documentation and training at a minimum are developed and implemented to ensure the workforce is consistently and clearly aware of the requirements involved in performing work. The PTW Supervisor will provide input and direction as relates to permit requirements, permit to work meetings as well as planning interface meetings for daily and shutdown-turnaround activities. The PTW Supervisor also ensures that MOC requirements and workflows are being adhered to, conducted in a timely manner and communicated to the impacted personnel effectively.

The incumbent is highly collaborative and able to work well with culturally diverse, internal and external stakeholders including Venture Global LNG’s Leadership, Marine team, Maintenance teams, Engineering teams and various contractors in a fast paced and dynamic environment. He / She promotes teamwork and builds strong working relationships across the organization.

The Permit to Work Supervisor leads the permit control team of PTW Coordinators and a team of MOC Coordinators. He /she also supports the operations supervisors, indirectly provides direction to operators, and ensures changes to site conditions or permitted activities gets communicated to correct stakeholders including Director, Operations.

The Permit to Work Supervisor position requires an understanding of continuous complex LNG operations and state-of-the-art computerized DCS control systems. The incumbent must possess a strong Operations technical background and 10+ year’s experience in plant operations with focus on Operations and Maintenance interfacing, turnaround planning, and/or permit controlling processes. He/she must be self-confident, an effective communicator, skilled in management techniques, and willing to accept significant responsibility.

Responsibilities:

  1. Drive a proactive approach to safe plant operating practices, keeping alert for unsafe conditions and ensuring corrective actions are taken. Observe work activities and permittable conditions to communicate with the Operations Shift and Maintenance Supervisors all requirements.
  2. Assist in daily and major event planning, scheduling and facilitation within set timelines for operational and Maintenance activities, such as routine, regulatory, and turnaround activities in the VG LNG facility which include utilities, pretreatment, liquefaction, storage & loading and Power Island; also involves coordination between internal and external contractors.
  3. Explore opportunities to reduce operating expenses, increase plant efficiency, and improve compliance management.
  4. Provide technical advice and expertise specific to an LNG facility focusing on process and management improvements.
  5. Provide leadership and become the Operations SME in the development of Operations business systems, such as Permit to Work (PTW), Operations Round management software, Operations shift logbooks and reporting systems(J-5).
  6. Knowledgeable in MOC process and workflows involved in Management of Change; familiarity with electronic MOC applications desirable.
  7. Support any EPC design activities, such as HAZOP & LOPA studies when required. Participate in various reviews during engineering and design phases, such as HAZOPs, 3D Model, P&ID and siting reviews.
  8. Assist through various forms of communication to support senior leadership with the pre-commissioning, commissioning, startup, initial, and long-term operation suggestions of the LNG facility.
  9. Provide dynamic leadership, guidance and direction to the PTW team. Recommend/use available technical expertise and know-how to efficiency levels.
  10. Set expectations regarding product excellence, customer satisfaction, contractual commitments, and reliability.
  11. Ensure compliance with safety policies. Be involved in periodic field safety audits. Assist the Safety and Compliance departments in investigation of abnormal conditions and safety/environmental incidents and near misses. Actively participate in safety programs and initiatives. Promote Safe Work initiatives. Champion the Facility Safety Program.
  12. Maintain improvement list and lessons learned database.
  13. Develop and maintain permit coordinating schedule showing departmental plan to be delivered and ensure that targets are communicated to senior leadership.
  14. Assist in governmental compliance activities including audits both internal and during outside agency involvement (OSHA, DOT, State Agencies, EPA, USCG, PHMSA etc.).
  15. Engage in daily maintenance planning activities and report information to senior leadership of upcoming activities.
  16. Interface with Training team members for required operator qualification & competency. Schedule training as required to maintain competency within the Operations group regarding PTW.
  17. Observe execution of production plan, communicating goals and deviations as necessary, coordinate with other departments on behalf of the operations team, coordinate internal information sharing such as shift change and shift logs.
  18. Participate in daily strategy planning with production management and work to overcome the limitations and deficiencies to assure targets are met.
  19. Participate in Incident Command & Emergency Management drills & actuals in roles as designated.

Qualifications:

Education and Certifications: PTEC degree preferred or relevant process experience.

  1. Experience:

    1. At least ten (10) years’ working experience in commissioning, startup & operations in oil & gas, or petrochemical facilities, of which at least three (3) must be at a supervisor, superintendent or manager level.
    2. At least five (5) years’ working experience in lead roles for shutdown-turnaround or planning coordination and execution, specifically with LNG or other cryogenic hydrocarbon liquids and associated systems is preferred; however petrochemical operational experience may be considered acceptable.
    3. At least three (3) years’ experience in roles that approve or review MOCs; with experience participating as an operations representative in PHA requirements related to MOCs and PTW risk assessments.
  2. Skills:

    8. Able to work with a culturally diverse group of technical individuals whose skills cover the range required to operate and maintain the LNG terminal and Liquefaction production facilities.
    9. Possess the personality and ability to relate to and to establish a mutually respectful relationship with management, peers and the various facility level workers whom are all responsible for ensuring good operations.
    10. Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.
    11. Exceptional problem solving and analytical skills.
    12. Computer knowledge including Apple Mac, Microsoft Office Suite including Outlook, Word, Excel, Visio, Project & PowerPoint.
    13. Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status

Direct Reports:

  1. Leads a team of facility permit coordinators and a team of MOC coordinators.

Freedom to Act:

  1. Permit to Work Supervisor will undergo initial training for awareness of the LNG liquefaction, storage and cargo loading operations and documentation.

Work Conditions:

  1. Job is performed in an industrial plant environment.
  2. Limited travel and temporary assignment required as business conditions dictate.
  3. Subject to drug & alcohol testing, per applicable federal regulations or as required by Venture Global LNG.
  4. While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.
  5. Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height and lift and move objects weighting up to 30 pounds.
  6. While performing the duties of this job, the employee will work indoors & outdoors, and be exposed to year-around weather conditions, ocean environment, and noise. There is a considerable number of outdoor activities involved.
  7. Specific vision abilities required include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  8. Required to pass regularly scheduled physical examinations mandated by regulatory authorities.
  9. Required to obtain mandated certification by attending Company-sponsored training in basic first aid, CPR, AED & others defined by the role.
