POSITION TITLE: Implementations Coordinator, Solid Waste Reduction Program (SWR)

LOCATION: Santo Domingo, Dominican Republic (DR)

UNIT: Clean Energy and Circular economy (CE2)

REPORTS TO: Chief of Party

GENERAL:

Winrock is accepting applications for the Implementations Coordinator for the USAID funded Solid Waste Reduction Program. The goal of this five-year (2024-2029), USAID funded project is to reduce waste in communities and municipalities, leading to clean oceans in the DR. It will achieve a reduction in Greenhouse Gas (GHG) emissions by establishing composting of organic waste, reducing methane production; and by increasing plastic recycling rates, reducing emissions from the fossil fuels used to make virgin plastic.

POSITION SUMMARY:

The Implementations Coordinator will provide critical support in ensuring the smooth execution of project activities. This position is responsible for overseeing the project implementation calendar to track progress and identify needs for intervention for project activities, coordinating with internal teams and external partners to ensure objectives are meeting quality standards and completed on time, and facilitating communication with stakeholders. The Implementations Coordinator will report to the Chief of Party.

The ideal candidate should demonstrate strong project management and organizational skills, technical understanding of program objectives is a plus. The candidate needs to be politically savvy in managing stakeholder communication. Familiarity with solid waste management and experience working with local municipalities are preferred.

ESSENTIAL RESPONSIBILITIES:

Project Management and Tracking:

  • Develop and maintain overall tracker of project's goals, activities, and strategies, that reflect technical, political, and operational considerations.
  • Develop and maintain tracking calendars for each objective, working closely with objective leads and partners.
  • Develop and maintain tracking tools for cross cutting themes (GESI, CC, etc.) to support visibility of crosscutting efforts, in coordination with GESI specialist and Partners.
  • In coordination with Communications and Behavioral Change Specialist, monitor media engagements, news, and social media presence.
  • In coordination with COP, Technical Leads and M&E Department, track closely the implementation of SWR workplan and achievements against targets.
  • Use tracked information in a proactive approach, to identify potential issues or risks in project execution and work with the project team to address them.
  • Track partner agreements and activities to ensure adherence to timelines and quality standards; identify needs for interventions and provide support to address any issues or delays.
  • Maintain the project activity schedule/ calendar up to date, including direct implementations and partner implementations.
  • Creation and management of the shared folder with project staff and implementing partners
  • Coordinate monthly technical meetings with project staff and implementing partners
  • Develop and review SOW for technical requests prior to COP approval
  • Follow-up and monitoring of the deliverables of the hired technical consultants
  • Ensure proper documentation of agreements reached in meetings with stakeholders, decisions, and activities, to ensure adequate follow up.

Partner and Stakeholder Coordination:

  • Support open and productive communication among team members and partners to ensure quality results.
  • Coordinate with project partners to ensure alignment with project goals and compliance with agreements.
  • Serve as a point of contact for the technical team to facilitate communication with partners and government stakeholders.
  • Prepare and distribute meeting minutes and status reports to the project team, partners, and external stakeholders.
  • Support the operations team by providing insight into needs and schedules of technical activities.

QUALIFICATIONS AND BACKGROUND:

Education: Bachelor’s degree in relevant field from accredited University. Certificate in project management a plus.

Experience:

  • At least 2 years of experience in similar position. Desirable experience with USAID or other donor-funded projects.
  • Experience in project management preferred.
  • Experience developing systems, tools, and procedures for tracking technical implementation.
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills.
  • Experience with MS Excel required; strong knowledge of MS Office applications preferred.
  • Knowledge of Solid Waste Management and experience working with local municipalities is preferred.

Skills:

  • Knowledge of the political, social, cultural, environmental, and development context of Dominican Republic
  • Ability to diplomatically coordinate programs with partners from a broad range of backgrounds and experiences.
  • Ability to multitask in a fast-paced environment with strong attention to detail, organization, and time management.
  • Strong communication skills (interpersonal, verbal, and written)
  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives.
  • Demonstrated ability to maintain discretion and work with highly confidential and/or protected information required.
  • Fluency in written and oral Spanish required, fluency in written and oral English preferred.

This position is not eligible for expatriate benefits and follows a Dominican Republic salary scale.
