POSITION TITLE: Finance Manager, USAID Thailand Counter Trafficking in Persons (CTIP)
LOCATION: Winrock International, Bangkok, Thailand
REPORTS TO: Thailand CTIP Chief of Party (COP) and coordinates with Winrock’s International Controller
Duration: up to 3 years
Position Summary:
Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Finance Manager for the USAID Thailand Counter Trafficking in Persons (CTIP) project in Thailand. The ten-year USAID Thailand CTIP project is in its eight year of implementation. addressing the root causes of human trafficking, advocate and protect vulnerable populations from trafficking and abuse, prevent at-risk populations from risky migration, and assist the Royal Thai Government in reforms needed to effectively combat trafficking and support victims.
ESSENTIAL RESPONSIBILITIES:
Reporting to the Chief of Party, the Finance Manager is responsible for overall financial management of the USAID Thailand CTIP project. The position will be responsible for providing effective and efficient financial management systems and internal controls. He/She will work with the COP and the regional office to establish and manage effective, transparent, and auditable processes and procedures. The Finance Manager will supervise the Finance Officer and the Grants Officer and ensure compliance with USAID and Winrock policies and procedures. Specific responsibilities include but are not limited to:
Financial management and reporting:
Ensure project disbursements are processed consistent with Winrock standard operating procedures, policies and accounting principles, as well as USAID cost principles
Ensure project finances and operations adhere to relevant Thai laws, including oversight and filing of necessary taxes, business licenses/permits, and labor laws
Process payments to Social Security Office and Provident Fund and Group Insurance payments for monthly submission
Oversee monthly financial reporting in accordance with the guidelines and set deadlines, and liaise with Winrock Home Office and Winrock Regional Office to resolve any questions and uploading in SharePoint
Organize and maintain all records and files in accordance with Winrock, and donor requirements including uploading all relevant documents to the internal Winrock OPF system.
Reconcile all bank accounts and petty cash no less than monthly and report any discrepancies to COP
Manage relationships with banking institutions and local government agencies
Prepare monthly payroll in compliance with labor and tax laws in country and other Winrock’s process and policies; and accrues benefits monthly
Liaise with Awards Management and the Grant Officer to ensure financial reporting by grantees is in compliance with Winrock policy and USAID rules and regulations.
Ensure accurate encoding of financial transactions in Quickbooks accounting system and comply with monthly back-up procedures
Budget management:
Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations
In collaboration with the COP, develop projections, budget variance analyses, and financial planning/risk management strategies and reports
Other responsibilities:
Liaise with the Chief of Party to ensure the project needs are being met in terms of accounting and financial operations
Provide direct management over the Finance Officer and Grants Officer; perform quarterly and annual performance appraisals of the team.
Oversee on-site work with auditors, internal and external, and other home office reviews as appropriate
Participate in strategic and implementation planning
Other duties as assigned by COP and Winrock
QUALIFICATIONS
Minimum four years of experience in accounting and fiscal management
Knowledge and understanding of Thai accounting and audit rules and requirements
Knowledge of and experience in managing U.S. Government and international organization funds, preferably for USAID projects
Demonstrated working knowledge of USG rules and regulations, particularly the code of federal regulations 2 CFR 200 and 2 CFR 2900
University degree (B.A./B.S. or higher) in Finance or Accounting, or related topic
Interest in and enthusiasm for the mission of Winrock/Thailand
Fluency in Thai and English
Advanced knowledge of word processing, spreadsheet (Excel) and Quickbooks accounting software required
