- Background
Winrock is currently looking to hire a consultant who will provide technical assistance to the REDD+ offices in both the Cote d'Ivoire and Liberia for the development of a REDD+/climate financing proposal. The consultant's responsibilities will encompass offering comprehensive support to the respective governments, with the primary goal of creating a comprehensive Carbon Finance proposal that not only adheres to international standards but also addresses the critical needs for forest conservation in both countries.
Job Summary
The proposed tasks are designed to enhance Cote d'Ivoire and Liberia’s climate change capabilities by supporting their REDD+ and Climates Changes Offices / Units to develop a REDD+/carbon financing proposal in the AFOLU/LULUCF sectors. The proposal will seek funding to support the implementation of the country’s National REDD+ Strategies. Consultant Qualification and Requirements
Qualification
- Master’s degrees (but preferably a PhD) in NRM, forestry, or related environmental fields
- At least 5 years of professional experience in carbon finance, carbon market mechanism and carbon regulatory framework, international climate agreement, write-up of the proposal required by carbon standard.
- Demonstrated experience in effective communications with government and project team members.
- Exceptional abilities in analysis and composing content for carbon finance proposal writing.
Requirements
- Essential that the Consultant(s) are either from the study country or from any west African countries that possess a deep understanding of the local context to effectively perform the task.
- Comprehensive knowledge of carbon financing, national climate policies, and strategies for mitigating climate change.
- Knowledge in NDCs, and Paris Agreement ‘s Article 6 on climate finance
- Familiarity with REDD+ development process in Cote d’Ivoire & Liberia.
- Ability to draft and analyze legal texts for carbon market frameworks.
Skills and Competencies
- Experience in development of carbon finance-related projects
- Familiarity with institutional structures, governance models, and legal frameworks related to environmental and climate initiatives.
- Excellent communication and collaboration skills to engage with government agencies, NGOs, industry representatives, and legal experts.
- Experience in facilitating workshops, consultations, and multi-stakeholder dialogues.
- Knowledge of international best practices and standards in carbon market policies and regulations.
- Skills in facilitating discussions with diverse stakeholders and delivering effective training sessions.
- Demonstrated initiative, sense of organization, and ability to deliver results within stipulated deadlines.
- Excellent command and ability to effectively communicate in both French and English.
