Program Management / Program Director Responsibilities
* Led and supported multiple programs and initiatives in support of US Marine Corps Digital Interoperability driving avionics hardware and software used by all US Marine Corps Aviators and Avionics personnel and complimentary systems used by the US Marine Corps Ground personnel. Efforts included development and fielding systems with programs projecting $250M after final installations on aircraft. Led all aspects of Program Management (cost, schedule, performance) for multiple programs to include development, initial fielding, sustainment including technology refresh of hardware.
* Designed and led team to build multiple military cyber controlled and environmentally qualified Embedded Linux
Processors installed on military aircraft using secure WiFi controls integrated with tactical radios from multiple radio providers. Fielded over 500 hardware solutions across US Marine Corps aircraft and ground users.
* Designed and led team to provide over 400 mission planning systems including Linux and Windows systems requiring Security Technical Implementation Guides (STIGs) across the world.
* Directed all aspects of the Marine Air-Ground Tablet (MAGTAB), associated manpack, lightweight ruggedized, secure processors with peripherals and other functions, features, and systems. Facilitated all aspect of developing
and fielding Phones/Tablets (MAGTABs) leveraging Samsung Galaxy Note 4, 8, 10 & Galaxy Tab S 8.4, Active
2, Active 3 implemented Cyber Security controls including secure WiFi and 20+ developed Android mobile apps
and 10+ Third Party integrated Android mobile apps to the Digital Interoperability Kit software architecture
(ATAK, KILSWITCH, MCH, Aero App, etc ). Established new business pipelines. Established strategy and
vision, priorities, pursuits, actions, name and marketing creation, concept, engineering, development, deployment, training, and sustainment working collaboratively with the USMC.
* Successfully researched, coordinated, and established multiple contractual orders with government organizations via several contracting methods from scratch to totaling over $28M (FFP) and fielding to over every pilot, co-pilot, and crew chief for all active duty and reserve flying squadrons in the United States Marine Corps. Scoped, proposed, and managed recurring annual ~$8M Non-Recurring Engineering development contracts (CPFF, T&M) from 2014-2022.
* Responsible for the development of a never before deployed US Marine Corps Safety Architecture providing
digitized Any Mouse, Arrive Alive, and Marine Family Resource capabilities in iOS, Android, and Web Based user interfaces (computers) with SaaS model. Coordinated with US Marine Corps customers and users, user interface and design, workflows, engineering development, testing, deployment including coordination with Google and Apple via the Volume Purchase Program (VPP) and subsequently Apple Business Manager, training material, and support. Resulted with over 5,000 app users on personal devices, improved safety across squadrons, improved action and accountability, and providing a voice to those US Marines that may never felt comfortable providing one via their chain of command.
Engineering Responsibilities (Led Development)
* Led software development and hardware development program teams to re-architect development approach from waterfall to agile methods delivering software and hardware solutions to the US Marine Corp meeting timelines associated with emerging threat and user needs.
* Served as primary company point of contact with US Marine Corps users and translated needs with requirements to engineers ensuring strong, flexible architectures to enable more readily deployable updates with optimized testing strategies.
* Empowered team members with contacts, engineering support, and user knowledge enabling them to transition to leaders within the company.
DevOps / Release Management Responsibilities (Established and Led Team)
* Established and led a DevOps group to support internal build processes using Artifactory, Jenkins, JIRA, Confluence, Test Tool Management and additional tools for weekly releases and semi-annual fielding to US Marine Corps including distribution to all non-networked Marines around the world.
* Established secure technical upgrade architecture, automated test architecture, documentation, processes, policies, and automated reporting reducing manual touch time providing a more efficient and timely release process.
Logistics & Training Responsibilities (Established and Led Team)
* Established International Digital Interoperability Helpdesk providing development and support to the MANGL program (MAGTAB / Meshed Network Manager - MNM) with over 6,000+ US Marine Corps users.
* Created workflows, developed a home-grown software technology support system, identified needs for and facilitating creation of documentation and training materials, hired and trained of all Field Support Representatives (12 individuals), and support to opening field support company offices and/or presence across multiple US Marine Corps locations to include New River, NC; Yuma, AZ; Miramar, CA; Camp Pendleton, CA;
Kaneohe Bay, HI; and Okinawa, Japan.
* Coordinated team support for the initial deployments and subsequent deployments of the most integrated network systems as part of US Marine Corps deployments to include Marine Expeditionary Units (MEUs) and deployments to Okinawa, Japan from 2014 - 2021.
