The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.
ESSENTIAL DUTIES: The Fiscal Analyst is responsible for processing expenditures and developing the budget for the Office of Statewide Pretrial Services (OSPS). processing vouchers and completing reconciliations for the Office of Statewide Pretrial Services (OSPS). This individual works with a moderate level of independence, cooperates with multiple internal and external stakeholders. This position is part of the Fiscal Division and performs under the general supervision of the Accounting Manager.
FUNCTIONS INCLUDE:
• Reconciles and monitors OSPS expenditures and obligations and prepares various reports.
• Compiles and prepares fiscal information for OSPS’ budget request.
• Provides technical assistance to OSPS managers concerning the status of purchase requisitions and contractual agreements.
• Processes obligations and files contracts with the Illinois Comptroller’s Office (IOC).
• Processes invoices subject to the State Prompt Payment Act. Reviews and compiles information for Judicial Branch liabilities for payment through the Court of Claims.
• Contacts vendors for bids and procurements for printing and equipment needs.
• Reviews contractual agreements for adherence to IOC and Judicial Branch Procurement Code requirements and resolves any issues.
• Responsible for entering contractual agreement information into the IOC’s system and maintains all associated documents.
• Reviews purchasing and expenditure data for contract and obligation criteria and completes necessary transactions or informs the accounting manager of any missing documents.
• Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
Minimum Qualifications:
- A Bachelor’s Degree in Accounting, Business Administration, or a related field, or, equivalent experience.
- One or more years of professional work experience in a public or private organization.
- Proficient in the use of Microsoft Office products (i.e., Excel, Word, Outlook).
- Effective oral and written communication skills. Preferred Qualifications:
- Government work experience processing contracts, vouchers or obligations, or participation in budget development.
- Experience as a lead worker or trainer.
- Ability to positively and professionally interact with co-workers. PHYSICAL REQUIREMENTS: • Ability to sit for extended time periods. • Ability to use of a telephone and process written documents. • Ability to lift and move items, such as paper reams and full banker boxes for filing.
